Here's a python script to merge persons by FSID. Run on closed RootsMagic11 .rmtree file. It also deduplicates any data that is the same, and at the end removes duplicate children from families, makes sure a set of parents is selected for the merged person. My first post here, I've been writing these scripts for awhile now and figured I might as well share.
